Description |
Plan, coordinate, & manage the county's response to a
wide variety of emergencies & disasters by preparing
detailed community avoidance, preparedness, & response
plans. Prepare & monitor budgets of various emergency
response agencies. Serve as courthouse safety director &
risk manager. Serve as secretary & director for a
variety of local emergency planning boards &
commissions. Notify agencies of vacancies on boards or
commissions. Prepare & mail agendas & minutes. Notify
media of meetings. Prepare, manage, & monitor the
budgets of various emergency planning boards &
commissions. Anticipate & determine risks to the county
based on historical data & research & analysis of
possible threats. Develop, maintain, & update thorough
emergency management plan for Cass County, ensuring that
plans coordinate with local, state, & federal policy.
Notify local, state, & federal agencies of revisions in
plans. Coordinate preparedness & response planning,
training, & education efforts among a variety of
community organizations & agencies. Organize & educate
county personnel in establishing protocol for disaster
response. Collaborate with other departments, including
fire, police, & EMS departments, planning agencies, &
departments of public works to develop emergency
planning procedures & protocol. Additional duties as
assigned. Entry requirements: Graduation from high
school or GED. Possession of & ability to maintain a
valid Iowa driver's license & a vehicle to use on the
job. Knowledge, skills, & abilities required:
Comprehensive knowledge of county emergency management
programs, including knowledge of procedures relating to
community prevention services. Ability to coordinate a
variety of emergency services in all phases of emergency
management, including mitigation, preparedness,
response, & rescue. Ability to communicate effectively
in person, over the phone, & in writing, & to express
ideas clearly. Ability to maintain effective working
relationships with citizens; federal, state, & local
government officials; employees; & the media. Ability to
effectively plan, coordinate, review, & delegate work to
others. Skill in using a computer for word processing,
record keeping, & fiscal management. Knowledge of
bookkeeping & budget functions. Ability to proficiently
operate standard office equipment. Ability to access &
interpret sources of technical information, including
local, state, & federal regulations & professional
journals & related publications. Knowledge of & ability
to read & understand maps & other sources of information
relating to emergency response, weather, & flood plans.
Work is performed in a variety of settings, both indoor
& outdoor, including settings involving hazardous
conditions. Work is both sedentary & extremely active.
The coordinator must be independently mobile. The
position may involve being called back to work while
off-duty & may involve extended or irregular working

Description |
Must be a resident in Montgomery County to apply, have a
valid driver's license, be able to use own vehicle,
provide proof of insurance on vehicle.
Upon completion of probationary period employee will
earn approximately $12.31. Probationary pay will be
based upon experience, training, education, but no less
than $10.00 hour. (There is money budgeted for
traveling, schooling, meals & education).Keep
informed of activities or changes that could affect the
likelihood of an emergency, as well as those that could
affect response efforts and details of plan
implementation throughout Montgomery County. Prepare
plans that outline operating procedures to be used in
response to disasters/emergencies. Propose alteration of
emergency response procedures based on regulatory
changes, technological changes, or knowledge gained from
outcomes of previous emergency situations. Maintain and
update all resource materials associated with emergency
preparedness plans.
Coordinate disaster response or crisis management
activities such as ordering evacuations, opening public
shelters, and implementing special needs plans and
programs. Develop and maintain liaisons with
municipalities, county departments, and similar entities
in order to facilitate plan development, response effort
coordination, and exchanges of personnel and equipment.
Keep informed of federal, state and local regulations
affecting emergency plans, and ensure that plans adhere
to these regulations. Prepare emergency situation status
reports that describe response and recovery efforts,
needs, and preliminary damage assessments. Design and
administer emergency/disaster preparedness training
courses that teach people how to effectively respond to
major emergencies and disasters. Inspect facilities and
equipment such as emergency management centers and
communications equipment in order to determine their
operational and functional capabilities in emergency
situations.
Prepare & manage a line item budget within the
allocation funding approved by the Board of Supervisors.
Apply for government grant funding, meet with all public
safety disciplines to determine discipline needs, and
document allocation of grant funding to each discipline.
Person may hold a full time job while working this

Homeland Security & Emergency Management Coordinator |

Description |
The Fayette County Emergency Management Commission is
accepting applications for the position of Homeland
Security and Emergency Management Coordinator. Under
administrative direction of the Chair and Vice Chair of
the Commission this individual will plan, organize, and
coordinate the emergency management program for Fayette
County and act as the coordinating agent on emergency
management matters with federal and state agencies, and
local government subdivisions.
This position is a full time, Fair Labor Standard Act
exempt position. The salary is based on qualifications
and experience anticipated salary range $32,000 to
$37,000. County benefits with non-standard work
schedule. Must be available for call-out 24 hours a day,
7 days a week. Must have a valid driver’s license and
