Emergency Management Coordinator
DEFINITION AND DUTIES:
Under general supervision of joint Black Hawk County Emergency Management Commission, directs the daily operation of the emergency management agency including coordination of mitigation, preparedness, response, and recovery efforts. Responsible for the development and updating of the operation plans for County Emergency Management Agency Program. Manages all aspects of the Local Emergency Management Agency Program, including but not limited to budget preparation and accountability, supervision of staff, public relations, training of volunteer emergency responders, and liaison with the public and with other agencies involved in providing disaster relief. The Coordinator will work in cooperation with the Black Hawk County Board of Supervisors, city councils and Mayors, and other local, state, and national agencies to provide the delivery of emergency management coordination, planning, training and exercising.
Knowledge of:
à State Code 29C and local, state and federal regulations and standards relating to emergency management
à Principles and practices of public management and administration
à Warning systems
à Communication systems, frequencies, and equipment capabilities
à Fiscal responsibility including budget preparation and grant application, oversight and compliance, use of basic accounting principles and practices
à English to include grammar, spelling, sentence structure and vocabulary
Ability to:
à Be on call 24 hours a day
à Coordinate emergency operations and resources during events such as floods, tornadoes, windstorms, large scale evacuations, severe winter storms, and other natural and human caused disasters.
à Represent the joint Black Hawk County Emergency Management Commission and perform duties in a professional, responsible and trustworthy manner
à Write reports, business correspondence, and procedure manuals
à Be detail oriented and accurate while performing duties
à Establish and maintain effective working relationships with co-workers, commissioners, department heads/elected officials, agencies and members of the public
à Use a computer for the purposes of word processing, data entry, spreadsheets, and presentations
à Operate common office equipment such as typewriters, calculators, fax and postage machines, photocopiers, and multi-line telephones
à Use the Internet for gathering information and for communication, including social networking options such as Facebook and Twitter
à Assess computer technology needs in the EMA office and the Emergency Operation Center to keep technology up to date

à Maintain confidentiality of information as appropriate

à Handle moderate to high levels of stress, meet deadlines, solve problems appropriate to the position and deal with a variety of concrete variables in situations where only limited standardization exists

MINIMUM EDUCATION, TRAINING AND EXPERIENCE:
Associate’s degree or equivalent and three years experience in disaster planning and research, public safety, public administration, military preparedness or related work, or any equivalent combination of education and experience that provides the required knowledge and abilities. Bachelor’s degree preferred.
At a minimum, have completed the following ICS and NIMS Courses: ICS 100, 200, IS 700, IS 800, IS-1 (Emergency Manager: An Orientation to the Position), IS-230.a (Fundamentals of Emergency Management). These courses are available on line at: http://training.fema.gov/IS
Special Requirements: Valid driver’s license and insurable under county liability coverage.
Must reside within Black Hawk County within one year of hire. Must be a Certified Emergency Manager (CEM) as awarded by the Iowa Emergency Management Association, or be able to earn the IEMA-CEM certificate within two years of employment. Must have completed the Federal Emergency Management Agency (FEMA) Professional Development Series (PDS), or able to complete it within three years of employment.
SPECIFIC DUTIES: to be performed satisfactorily with or without reasonable accommodation

à Coordinates the review, implementation, and maintenance of the County-wide multi-hazard emergency operations plan (EOP), including but not limited to the Base Plan and the Essential Support Functions.
à Acts as liaison and counsel to other departments, agencies, and jurisdictions to insure compatibility of existing emergency plans and procedures.
à Coordinates emergency management activities with local support agencies, the Local Emergency Planning Committee (LEPC), local and state public safety agencies.
à Conducts and organizes required NIMS training and other disaster training programs for all local governments.
à Develops and coordinates both indoor and outdoor warning systems to warn the public of possible disasters including but not limited to tornadoes, floods, winter storms, nuclear emergencies and hazardous materials incidents.
à Maintains, monitors, tests, and documents the daily operational status of the communications and warning network.
à Manages the Black Hawk County Emergency Operations Center during times of disaster and during exercises.
à Tracks personnel and administrative expenses, warning systems expenses, reviews and updates insurance policies, and maintains a record of EMA equipment and property.
à Assists in the planning and conducting of local tests and exercises and participates in exercises as required by local, state and federal mandate.
à Establishes and maintains a volunteer program, which emphasizes required training in emergency management.
à Develops news releases concerning local disaster services operations and addresses interested groups on emergency resources management plans and programs.
à Provides instructional material and/or presents classes in schools, governments, etc. on natural disasters and other emergency management subjects.
à Conducts scheduled reviews of the county hazard vulnerability study and recommends necessary mitigation techniques to the appropriate jurisdiction.
à Meets with the Emergency Management Commission monthly or when meetings are called by the Chair. Reports activities to Commission and carries out instructions.
à Manages local, state, and federal grant programs that support emergency management activities and functions. Prepares reports and correspondence as required by local, state and federal agencies. Submits documents to appropriate agency as required for participation in grant programs.
à Prepares the annual budget for approval and submits such other reports as required.
à Attends work-related meetings, conferences and seminars and maintain all certifications as required by the State Code of Iowa.
à Performs all work duties and activities in accordance with Black Hawk County EMA policies.
Salary Range: $40,000-$45,000 based on experience
